Loss of Time Measure or Late Train Movement or Late Train Report:

In general, LTM is the index of punctuality and performance measure which shows the loss of time due to the performance of various departments like operating, Mechanical, Permanent way, Loco and other miscellaneous causes. The running time is unique for each train as the length of the train, stoppage given, permitted speed of the Loco, permitted speed over a section, precedence or crossing to other trains, extra time given at junction stations vary. And the gain of time also differs with respect to a train. Regarding gain, the hauling capacity and the trainload combination plays the major role.

As the in the charge of a train, the guards must know the factors affecting the punctuality of a train. They must be well aware of the possible minimum running time for a train and how to account the delays due to various heads. The LTM of a train is prepared by the guard of a train for a controlled section of a particular division of a Railway. The Gain or Loss at an interchange point shall be over carried and a loss from one division may be continued till destination or nullified by the better performance of another division.

Accounting the Loss of Time:
Late start (LS):

The difference of time between the scheduled departure and actual departure

Traffic Loss (TL):
  • For LC due to crossing and precedence
  • Kept at FSS, IBH, Automatic Signals
  • Extra time occupies for attaching and detaching slip coaches
  • Passing on loop line
  • Crossover moment
  • Waiting for scheduled departure time when train arrives before time
  • When train  dealt on loop line extra time occupies
  • Arrived On time and waiting for Advertised Time of departure
Loco Loss (LL):
  • Driver occupied extra running time(loss on run)
  • Loco trouble
  • Train running with the single pipe (air brake formation). No Feed pipe provision in loco
  • No head light for loco
  • Electric Loco Driver Operating from rear cab
  • Loco stopped due to lack of radiator water
  • Engine whistle failed
  • Loco (or) Dead Loco Tenciled 80 kmph
Engineering Loss (EL):
  • Extra Running time occupied while observing speed restriction laid down by divisional/sectional caution order
  • Banner flag/hand signals (steady / stop and proceed)
  • Train Stopped to issue emergency caution order. Eg. Rail breakage, weld failure, rail fracture
  • Speed restriction laid down at accident spot
  • Special Engineering works like BCM, TTM
Miscellaneous Loss (ML):
  1. ACP (alarm chain pulling)in train
  2. Train detained at stations for carriage watering for electrician, TXR staff
  3. The extra time occupied by the passenger  to entrain/detrain due to heavy rush at pilgrim center, jathra functions etc.
  4. To Unload male passengers from ladies Compartment
  5. Unlocking bulky articles, number of parcels from SLR
  6. SLR`s LC door jammed  while loading/ unloading
  7. Lengthy formation stopped at out of platform for entraining and detraining of passengers especially ladies compartment situated rear most near Chief Guard(SYLR)
  8. Time lost due to thick and foggy weather
  9. Extra time occupied by parcel staff to attend the SLR arrived with seal pertaining to that  station  after unloading parcels and resealing
  10. To attend seal missing
  11. Running train theft
  12. Doctor to attend patient
  13. GRP for interrogation in train regarding Theft, robbery. bomb, scare  etc
  14. To avoid roof traveling
  15. Agitators stopped train for rail rook, bandh  etc
  16. Natural calamities like heavy rain, water overflowing on track due to floods
  17. Run over cases
  18. When stop signal fails, Defective signals, piloting, PHS etc
  19. Train detained at LC gate signals.LC Gate due to road traffic jammed and LC gateman not available
  20. VVIPs while entraining/detraining
  21. Lady Passenger, children, valuable luggage left behind by the passenger
  22. OHE failed in electrified section
  23. Single Line working on the double line (TSL), total Interruption.
  24. Loco Interception
  25. For want of meals supply for abnormal late running journey trains
  26. At the time of accidents shifting of passengers into other trains or by road transport
  27. Non interlocked working cable mending  work(SR 15 kmph)
Accounting the Time Gain:
Traffic Gain:
  • Train started before time  of schedule departure given in  WTT duely
  • When train is running late utilization of less time than the stipulated time
  • When not utilized the scheduled crossing/precedence
  • Traffic allowance is given in the working timetable
  • Less utilization of time given as per schedule for attaching and detaching  SLIP Coaches.
Engineering Gain:
  • Engineering Allowance is given in WTT
Loco Gain:
  • Time gained by driver section duly observing speed restriction.

Every guard of passenger carrying train, before signing off, is supposed to summarise the detention suffered by the train and the reasons therefor and shall be reported to control which in turn will be placed before the officials and kept for statistical requirements.
